Installing Type R HID's into standard Accord

Hi all, need a bit of advice I want to fit the Type R HID Headlights to my standard Accord but wondered what I need and roughly the price of stuff.
Basically I have the lights and put in myself but didn't notice the fourth connection at bottom going to the Ballast so when I put in of course they didn't work, so as I had a couple of other things that needed doing I took to a garage and he said I need a special relay but didn't know how much that part would cost.
So can anyone enlighten me what needs to be done and how much this special relay will cost? as I don't want to get ripped off as I don't know him well enough to be able to trust him 100% and I'm a newbie when it comes this kinda stuff.

to be honest im sure that if you have HID fitted to your car you must have head light washers fitted aswell, other wise it is an MOT failure
